Louis A. Gatta, Ph.D., Chief Executive Officer (CEO) and Chairman of the Board
Louis Gatta is a former school administrator and university professor.  He served as the lead author of the National Achievement Testing Program, published by American College Testing (ACT), was a member of of the Illinois State Board of Education Assessment Advisory Committee, and an author for Scott Foresman Testing Division.  Dr. Gatta served as the immediate past chair of the Board of Trustees at Northwest Community Healthcare and Northwest Community Hospital in Arlington Heights, IL.

John L. Gatta, Ph.D., President and Chief Operating Officer (COO)
As president of ECRA, John Gatta serves as chief architect of analytic infrastructure, data warehousing, statistical algorithms, and reporting.  In addition to his responsibilities at ECRA, Dr. Gatta is an assistant professor of statistics and predictive analytics at Northwestern University, where he also oversees research for the Feinberg School of Medicine.

Henry A. Gmitro, Ph.D., President of Hazard, Young, Attea and Associates (HYA)
Henry Gmitro is a former superintendent and now works with school districts to match them with highly qualified superintendent candidates.  He was involved in the governing board of the American Association of School Administrators (AASA) and was a county chairperson of the Illinois Association of School Administrators (IASA).  Dr. Gmitro is involved in educational initiatives as chairperson of the Legislative Educational Network of DuPage, as a judge and examiner for the Lincoln Foundation for Performance Excellence, and as an examiner for the Baldridge National Quality Program.

William Attea, Ed.D., Executive Vice President of Strategy
William Attea is a founding partner of Hazard, Young, Attea and Associates (HYA).  In his 50+ years in education, he served as a superintendent and facilitated strategic plan development for school districts.  Dr. Attea contributed as a resident, associate, adjunct professor, and lecturer at a number of institutions in Illinois, including the University of Illinois, Northwestern Universiry, National-Louis University, and Northeastern Illinois University.

Nancy L. Toffel, Vice President
Nancy Toffel heads ECRA's Language Arts Department and utilizes her expertise in language arts to assist schools in improving programs.  She is the lead author of the ECRA Writing Program.  In addition to experience at the high school and elementary school levels, Nancy's 25-year career in education includes an instructor position at Loyola University Chicago, supervision of student teachers at inner city and suburban schools, and contributing author of the Scott Foresman Writing Assessment Program.

Gina Siemieniec, Ph.D., Executive Vice President of Service Delivery
Gina Siemieniec is responsible for the overall alignment, integration, and delivery of all service offerings provided by ECRA.  She has held numerous leadership positions in her 16-year career with United Airlines focusing in organizational culture change initiatives, strategic planning, group facilitation, process improvement, problem resolution, team building, employee engagement initiatives, labor relations, and working with unionized workgroups.  Dr. Siemieniec served as an adjunct faculty member in the Department of Psychology at Elgin Community College and is published in The Journal of Business and Psychology.

Steve Humphrey, Ed.D., Executive Vice President of Business Development
Steve Humphrey brings his experience in school and district leadership, school reform, and organizational change to marketing and business development for ECRA.  Dr. Humphrey specialized in school improvement, budget and cost containment, organizational alignment, leadership evaluation, community engagement, and business and community partnerships in his 40+ years as a school and district leader.

Bob Graham, M.Ed., MM, Vice President of Client Services
Bob Graham defines and supervised the development and implementation of numerous ECRA information and program services for school systems across the country.  A former teacher and principal, Mr. Graham served as manager of regional and national consulting services.  More recently, he was appointed CEO at American Testronics where he oversaw the design, development, and launch of a national test publishing house in the areas of elementary and high school academic achievement, academic ability, school attitude, writing, and high school subject tests. In addition to coordinating the numerous steps associated with defining test content and objectives, conducting national item tryouts, and standardization studies, Mr. Graham also oversaw development of a full service scoring center and custom scoring services.

John W. McConnell, Ph.D., Vice President of Research and Development
John McConnell manages the academic research that provides the foundation of ECRA's analytic products and services.  Dr. McConnell is published extensively in mathematics and mathematics education and recently co-authored "Real-Life Mathematics," a reference book for high school students and teachers.  His mathematics tests for middle and high school were published by American Testronics/ACT.  Dr. McConnell is a co-author of the Program Evaluation Series for National Study of School Evaluation.

Jhin Choh, Ph.D., MCSE, CCNA, CEH, Vice President of Technology
As Vice President of Technology at ECRA, Jhin Choh is currently leading a school intelligence platform development project, the ECRA Collaborative Research and Information Service Solution (ECRISS). Jhin Choh also currently serves as the director of information technology for University of Illinois at Chicago's Department of Psychology.  His research focuses on Nerve Growth Factors (NGF) and retrograde transport in neurons as a part of NGF signal transduction.  His work with specific compounds led to a provisional United States patent.  Dr. Choh founded a biotechnology company, Bioinformatics, Inc., which focused on research and data mining algorithims.  His current research area focuses on scientific software development, including bio and medical informatics, data mining, genetic algorithms, and dashboards.

Bill Librera, Ed.D., President of Northeast Division
As president of the Northeast Division of ECRA, Bill Librera conducts superintendent searches, presents and provides ECRA products sales assistance, and recruits ECRA representatives in the Northeast.  Dr. Librera's career in education includes his role as Presidential Professor of Education Research at Rutgers University and Executive Director of Rutgers Institute for Improving Student Achievement.  He has served as Commissioner of Education and Superintendent of Schools in New Jersey.
